Uttar Pradesh Chief Minister Yogi Adityanath has instructed all district magistrates (DMs) in the state to expedite the delivery of e-district services and reduce the current processing time to one week, according to a government statement released on Thursday.

The statement emphasized that the existing timeframe for handling these services was excessively lengthy. Furthermore, the DMs have been tasked with establishing accountability for cases that exceed the specified time limit and taking strict action against officers who neglect their duties in processing e-district services, in order to prevent delays in issuing caste, domicile (residence), income, and status certificates.

At a recent review meeting at the CM Command Centre and Dashboard, government officials presented the plan for e-district services to Yogi. During the meeting, officials reported that the state had received a total of 61,32,976 applications for caste certificates from January to the present day. Normally, these applications are processed and issued by the respective tehsildar within 15 days. However, as of now, 96 percent of these applications, or 59,13,420, have been processed. Currently, there are 2,12,227 applications pending within the stipulated time limit, and an additional 7,329 applications are still pending even after the allocated time frame has passed.

Similarly, from January until now, 76,45,970 applications for residence certificates have been submitted. These certificates are typically issued within 20 days. So far, 95 percent of these applications, or 73,70,019, have been processed. However, there are currently 2,75,433 applications pending within the specified time limit, and 54,984 applications remain unresolved even after the time limit has elapsed.

The statement also noted that 31,853 applications for status certificates have been received since January. These certificates are issued by the DMs within 45 days. So far, 58 percent of these applications, or 31,853, have been processed. Additionally, 3,421 applications are pending within the deadline, and 9,765 are still unresolved even after the deadline has passed. The Chief Minister stressed the urgency of promptly processing these applications, aiming for a 100 percent completion rate with no tolerance for negligence.

According to the Integrated Grievances Redressal System (IGRS) report, the districts leading in the timely issuance of caste certificates are Banda, Sitapur, and Amethi, while the districts with the slowest processing times are Auraiya, Ghaziabad, and Lucknow. Similarly, for handling domicile certificate applications, the top-performing districts are Sitapur, Banda, and Kannauj, while the least efficient districts are Auraiya, Lucknow, and Jalaun. Regarding the prompt processing of income certificate applications, the districts excelling are Sitapur, Banda, and Shahjahanpur, whereas the districts falling behind are Auraiya, Ghaziabad, and Kaushambi. In the disposal of status certificate applications, the leading districts are Shamli, Ghaziabad, and Hardoi, while the districts at the bottom of the list are Jalaun, Shahjahanpur, and Ballia.
